It wasn't cloud seeding though but more on negligence on drainage systems, and oman was**** first which I believe suffered much more than UAE, Bahrain and Saudi suffered a little aswell. This is the heaviest rainfall UAE was**** with for the last 75 years I heard. UAE just didn't expect rainfall to be this hard I guess
