TLDR: Cel shading is about shadows, not any cartoon-like texture. I was also misunderstanding this.

Cel shading is just a callback to when animators colored on actual cels. The artists generally had very limited palettes with either no shading, or a single shade to work with (it was more time consuming and expensive to do more complex shading). This is why old cartoons had a very distinct and simple look, and why the higher budget movies of these same cartoons had more complex shading.
