So yes, the Geneva Convention does not apply to students in a peacetime setting, but collective punishment is also meant to allow a group to correct the misbehavior of one person so they aren't punished again (see Full Metal Jacket). In this case however, if the other students try to correct the individual it's likely to result in violence and then the enacting of b******* school policies towards that.
