They never said it was live. [The recording was quite public](https://ca.news.yahoo.com/lady-gaga-seen-performing-seine-170645549.html) and happened on the same day, right before the ceremony. The whole theme of it was that unlike most Olympic opening ceremonies, it didn't take place inside a stadium, but turning Paris city itself into a stage. Since it was raining during the ceremony I'm guessing they realized they needed to record it beforehand. Pre-recording things for large-scale and intricate events is pretty standard. It helps mitigate unknowns and reduces complexity. But I totally get that from a live-viewership POV, this would feel lame.
