I live in Thailand so maybe I can add a little context. As far as I know, Thailand is the only country that uses this particular color for it's monks so I'm pretty sure this is a Thai monk. Second, they do this thing in Thailand where the eldest son dedicates about a month or so to become a monk. Doing so pretty much guarantees that their parents are going to go to heaven. But let me say, that there's a ton of bad, naughty boys that do this. They aren't really good people, just putting in the time to make mom and dad happy. The guy in the picture has hair growth that probably puts him in this category. I'm not Bhuddist, but I would say that this is not a great representation of "Real" monks or their religion. Edit: someone pointed out these could be monks from Sri Lanka. I looked and some of the monks are dressed in similar attire to thai monks.
