The Coast guard was notified by the US military early on about a loud bang, and most likely implosion, of the vessel. The coast guard decided to continue until physical verification could be found. It was never a rescue mission.

This... is not how reality works. The coast guard is paid for so they are available for rescue when and if something happens. Most of the time, they are on standby or training. Having them *not* do this rescue would not in fact save the government all that much money. Additionally, it would go directly against the mission and self-image of the coast guard to refuse rescuing someone.

We should definitely be sending rescued people a bill based on how much responsibility they bear for needing to be rescued adjusted by personal wealth. Every cancer patient's hospital bills should be getting covered regardless.

To be fair, submarine search/rescue is a rare thing to happen. So it is a valuable training exercise. Even if they know they won't find anything.
