If it's moved by an animal and is playable, you play it where it lies. If it's unplayable (ie, out of bounds or flown away) you replace a ball to the best of your ability to the last playable location.   I think...

The rule must be to drop a new ball as close as reasonably possible to the previous spot and play on?

Yeah. Play it from wherever the eagle eventually leaves the ball as penalty for running on the green.
