Honestly, just shutting down holodeck would be a good start. At best it is used by multiple crew members to simulate sexual harassment of their co-workers. At worst it accidentally allows fictional characters to become self aware and take over the ship. Also apparently there are settings you can just unlock to make everything just real and lethal. Like Picard turns off the safety settings so he can use a tommy gun to shoot Borg. The thing is a deathtrap and an HR nightmare.

What's funny is that Lower Decks and Voyager basically suggest: yes, this bat s*** crazy stuff is NORMAL for Star Fleet, even the literal janitors get up to crazy s*** or have backstories longer than the average anime protagonist.
