This is true. The commandment to love your neighbor like you love yourself was challenged by the lawyer who asked Jesus "who is my neighbor?" Jesus gave an example of the good Samaritan. The Samaritans were hated for both repeated periods of conflict with the Jews, besides religious and ethnic reasons, and they were, from the perspective of Judaism, literally heretics, as their religion was Judaism b******ized by various pagan beliefs and practices that the Samaritans brought with them when the Assyrian empire exiled them to Samaria, yet this was the kind of man Jesus used as the protagonist in his parable illustrating what it meant to love your neighbor. To have the same relatability if Jesus were to teach this in Israel today, he'd have to make this the parable of the good Palestinian.
