I looked into this. Yes, some crazy woman in Canton, Ohio was arrested for eating a cat, though no footage of the act remains, just bodycam footage of her arrest. She also was a US citizen as well. Snopes rates this as "Unfounded." I got into it last night with some 19 year old coworker when I passingly joked about how insane these claims were, but turns out the kid drank the Kool-Aid and made up more excuses than Trump to back his claims.

Just remember that while we are rightfully mocking a tiny, angry dullard the Hatian community in Springfield and immigrants in Columbus (also in Ohio) are being threatened.
