I get that we're focusing on the sexist groping part, but in general if you want photo ops to go fast while enforcing this policy, it's a good solution, less time needed telling people, just hand them something to hold and most will know what to do. Not everyone is trying to be gross, it's just genuinely jarring to pose for a photo with your hands awkwardly at the sides. Goes for both men and women.
