I think they're referring to the general expectation of a partner that makes enough to support themselves, takes care of themselves and their home, and takes care of their relationship with honesty and loyalty. I think both genders are struggling with these but I'd say I really have observed a lot of men (not just ones I've dated) that simply do not give a s*** about being a good partner. That's what they're referring to. Not that there aren't any good men.
