Open carrying a rifle is, under Pennsylvania law, completely legal. The shooter was flagged for bringing a rangefinder in and was allegedly being monitored. The Secret Service claims he was outside of their jurisdiction but also they did not have a team on that particular roof due to it being "sloped". Cluster F all around.
