When the penalty is death, you make it not just understandable, but necessary for people to do literally anything they can, including killing, to escape that end. What, are they expected to just lay down and die, voluntarily? You can only die once, so once that's your declared punishment, it's not like they can kill you twice if you do it again and again and again before they catch you. Every minute that you buy through any horrible means is a minute you didn't have, otherwise.
