The Justice Department's probe is particularly interested in the $120,000 paid to Bush's husband, Cortney Merritts, for security services since February 2022, despite Merritts not being a licensed private security professional in Washington, D.C.

The financial challenges faced by Bush's re-election bid are amplified by the strong showing of her political rival, Wesley Bell, a progressive St. Louis County prosecuting attorney. Bell is leading in the polls and has demonstrated a more robust financial position, with $408,000 in his campaign's bank account and substantial fundraising efforts that brought in $492,000 between October and December, and a further $100,000 in early January.

High-profile donors like LinkedIn co-founder Reid Hoffman have thrown their support behind Bell, with Hoffman donating the maximum allowable amount of $6,600 for both the primary and general elections. In contrast, Bush has not commented on her campaign's financial status or the ongoing federal investigation.

Despite a unanimous clearance of any wrongdoing by the Office of Congressional Ethics in a review conducted in September of a previous year, the Department of Justice has moved forward with its investigation into Bush's campaign finances. This includes an inquiry into complaints filed by the Foundation for Accountability and Civic Trust and the Committee to Defeat the President, the latter of which has been dismissed by the ethics committee.

Bush's campaign asserts that all payments for security services were legally compensated and that no federal taxpayer funds were involved.
