California Democrat Toni Atkins Faces Scrutiny Over Campaign Payments to Spouse's Company

California Democrat Toni Atkins, who is running to succeed Gov. Gavin Newsom, has come under scrutiny for paying $22,500 from her campaign funds to the Global Policy Leadership Academy, owned by her spouse, Jennifer LeSar. LeSar, the CEO and sole shareholder of the academy, received the payment for a seminar on housing and homelessness crises. Atkins' campaign spokesperson, Evan Westrup, argued that there was no direct financial benefit to LeSar or the academy. However, California law prohibits using campaign funds for personal reasons, including payments to a spouse or domestic partner. Ann Ravel, former chair of the Federal Election Commission and California’s Fair Political Practices Commission, stated that the payment is not legal. Atkins has requested a full review of the matter by her attorneys, who concluded that the statute cited does not apply. This controversy arises as POLITICO investigates Atkins' campaign spending following her bid to become California’s first woman and LGBTQ+ governor. The investigation revealed that Atkins' campaign funds were also used for a "Social Housing Field Study Trip" to Vienna, costing $7,500 per person, with additional expenses for lodging and travel totaling about $16,000. The trip aimed to study Vienna's social housing, which accommodates over half of the city's population. Atkins' campaign also disclosed a $9,781 expense for a dinner deposit at a fine dining restaurant in Vienna. In 2022, Atkins and her spouse received over $100,000 in income from the Global Policy Leadership Academy. Meanwhile, a California initiative to make shoplifting a felony for repeat offenders is gaining momentum. A broad coalition of law enforcement and retailers is pushing for the measure, which includes harsher penalties for repeat offenders and drug dealers. Top Democrats oppose the proposal, citing concerns about disproportionate incarceration. The outcome of California's congressional races, particularly in districts carried by President Joe Biden in 2020, could determine which party controls Congress in 2025. Crime is emerging as a major political issue in the state's November election, with notable figures like San Francisco Mayor London Breed and Los Angeles District Attorney George Gascón facing tough reelection bids. Democratic candidate George Whitesides, running in a swing district north of Los Angeles, supports a ballot initiative on crime, aiming to oust Republican U.S. Rep. Mike Garcia.
