Deputy National Security Adviser Anne Neuberger briefed reporters on the executive order's response to sophisticated cyber threats against the United States. It grants port captains authority to handle cyber threats and control ship movements, with facilities required to report cyber incidents to the FBI, CISA, and the Coast Guard.
