In the past, airlines allowed every passenger to check two bags for free. This old standard minimized the amount of carry-on luggage and made the boarding process smoother. However, the current standard often allows no free checked bags, leading to the operational issues we see today.

A balanced approach could be to allow every passenger one checked bag and one carry-on. This would improve boarding efficiency while still giving passengers the flexibility to bring essential items on board.

However, the current system of overcrowded overhead bins and tagging bags for below-deck storage is not sustainable.
